The 3 major components to maximizing your overall damage are Armor Penetration, Power, and Critical Strike.
1. Armor Penetration - In my research Armor Penetration should be your first priority. 60% Armor penetration is the maximum amount of armor penetration that can be applied towards mobs, anything more will not be applied, and is essentially waste. To minimize wasted stats/ resources if you were to target getting your armor pen to approximately 50-55% unbuff. Once you are buffed, and you are also getting your companion stats you should be right around 60% give or take a couple % points.
2. Power and Critical strike - These 2 components are equally important, and DPS classes should generally go by a 2:1 Power to Crit ratio, until your DPS class has reached the desired Critical strike percentage. Once you have reached your desired critical strike % you should look to put everything else towards power. From my understanding it seems like DPS should try to maintain a Critical strike percentage of 80-90%. In most cases I have found that pushing your critical strike to 100% actually hurt the overall damage, due to having to take big hits to your armor penetration and power.
Gear – Gear is obviously the most important part of any class make up. You will need to keep a number of things in mind when setting your gear. Gear Score & Stats, Enchantment slots, set bonuses.
In my opinion, until you can get the brand new relic gear, your best bet for Head, Armor, Arms, and Feet would be going 2 Dragon flight, and 2 Dusk due to set bonuses. Neck, Waist, and artifact would be the next set to get, and for the most part it was recommended to get the Lostmauth set until you can get the Demogorgon set. Lostmauth set is fairly cheap in comparison to demo and will probably run you around 300-400K if you bought the set.
Rings – In my opinion are users choice, but just go for 2 enchantment slot rings. Below is a short list of rings I recommend.
1. Ring of Rising Power (Demogorgon)
2. Ring of Precision (Madness)
3. Ring of Brutality (Demogorgon)
4. Mako’s Ring (Quest reward Cold Run)
5. Ostorian Ring of Dod (FBI/ SVA)
6. Ostoriam Ring of Hellig (FBI/ SVA)
Artifacts – At level 70 you can have 4 artifacts equipped, and at epic quality each of those artifacts generally give you 3 increases to certain stats (Uncommon Artifacts give 1 stat, Rare gives you 2). It is very important to continue to increase the quality of your artifacts, because it not only gives you a large increase in your gear score, but also the stats on that artifact.
Artifacts that I personally recommend.
1. Lantern of Revelation
2. Kessell's Sphere of Annihilation
3. Thayan Book of The Dead
4. Wheel of Elements
5. Lostmauth;s Horn of Blasting (to finish the set)
6. Shard of Orcus' Wand (to finish the set)
7. Eye of the Giant
8. Sigil of the Controller
